The 2nd Annual International Festival of Animated Films AniFest 2003, Tøeboò

Clause 1
General terms

The 2nd Annual International Festival of Animated Films, AniFest 2003, Tøeboò (hereafter the festival) is a specialist international competition festival. The aim of the festival is to contribute to the high quality and development of animated film. The festival provides the opportunity to see domestic and foreign work and also has an accompanying program of events. It presents the unique and diverse nature of world-wide production to both the public and professionals. The festival adopts the definition of animation formulated by the International Animated Film Association, ASIFA: ‘The art of animation is to create moving pictures using all methods, except live action’. All films which meet the conditions described below and which consist of at least 50% animation have the right to be entered:

Clause 2
Organiser and auspices

The organiser of the festival is the company CORONA s.r.o., Jindøicha Plachty 28, 150 00 Prague 5, Czech Republic, Phone: +420/25732 4507, Fax: +420/25732 4508, E-mail: corona@cor.cz. The co-organiser of the festival is the town of Tøeboò on the basis of an agreement signed with the organiser. The festival will be held under the auspices of the Prime Minister of the Czech Republic, PhDr. Vladimír Špidla, Minister of Foreign Affairs JUDr.Cyril Svoboda, the Czech Minister of Culture, Pavel Dostál, and the Governor of the South Bohemian region, RNDr. Jan Zahradník.

Clause 3
Program

The festival’s program will be made up of:

a) An international animated film competition with entries from all over the world which have been made after 1st January 2000 (inclusive) and which will be judged by an international jury.
c) Non-competition screenings of domestic and foreign animated film-work.
e) Accompanying events.

Clause 4
Dates

- The second annual festival will take place from 5th - 10th May 2003 in the town of Tøeboò in the Czech Republic.
- Entries must be made in writing and a good quality copy of the film on VHS/PAL or NTSC must be sent to the organiser’s address by 31st January 2003, at the latest. - The program director’s selection committee will choose the films that will be entered into the competition by 15th February 2003.
- The selected films must be delivered by 15th April 2003.

Clause 5
Competition

The organiser announces a competition in the following categories:

a) Original production - short film (up to 60 mins.) - full-length film b) Television production - television film - television serial c) Work made as an order - advertisement - video clip - introductory spot d) Student film Only films made after 1st January 2000 (inclusive) will be accepted into competition. For serials only one episode will be required for the competition. Entries to the competition must be made in writing and a good quality copy of the film on only VHS/PAL or NTSC must be sent to the organiser’s address by 31st January 2003, at the latest. Poor quality copies and work delivered after this date will not be included for selection. In addition to a properly filled in application form and VHS copy of the film being entered, a participant is also asked to send: - the filmmaker’s biography and filmography in English (Czech) - a photograph of the filmmaker - at least 3 photographs of the film being entered - the film’s synopsis and dialogue sheets in English (Czech). Application forms may be obtained from the organiser or on www.anifest.cz. One application form and one VHS cassette must be sent for each film that is entered. The VHS cassettes of the films entered into the competition and the accompanying materials for these films will not be returned and will remain in the festival archives. During the festival the cassettes will be available to festival guests. The competition is open to all subjects, techniques and methods. There is no charge for taking part in the competition.

Clause 6 Selection conditions

Films will be selected for competition by the festival’s international selection committee by 15th February 2003, at the latest, and the makers of all the films that have been entered will be notified in writing. This committee led by the program director will determine the order of screening and timetable. Depending on the number, quality or content of the films entered the selection committee has the right to recommend that a category be cancelled or, alternatively, that a new category be included. A film that is selected may not subsequently be withdrawn from the festival program and the makers of the chosen films are obliged to adhere to the dates and technical requirements for delivering copies. The selection committee’s decision will be final. All films made in collaboration with a member of the selection committee are excluded from competition.

Clause 7 Copies for screening

35mm or BETACAM SP PAL sound copies in good technical condition will be accepted for competition and non-competition screening. Copies of the films selected for screening must be handed over to the festival organiser by 15th April 2003, at the latest. The organiser does not have to include films received after this date in the program. Festival participants must follow the instructions for delivering copies, which they will receive at the same time as being notified of their film’s inclusion in the festival program. A copy delivered in this way will be shown in the festival. It is not permitted to subsequently exchange copies.

Clause 8 Language versions, film sub-titles and translations

The festival organiser prefers films to be in their original language with English sub-titles or dubbed into English. Films that meet this criterion will be simultaneously translated into Czech. The dialogue sheets in English or the text of the English sub-titles are necessary. Copies of films in their original non-English language version without English sub-titles will be simultaneously translated into Czech and English only if the dialogue sheets in English or an English translation of the sub-titles are available. The organiser cannot provide sub-titling.

Clause 9 Delivery and insurance

The participant will arrange, be responsible for and pay for the delivery of the film and promotional materials and insurance from the country of origin to the customs office in Prague, unless it is arranged otherwise. The costs for insuring the copy of the film against loss or deterioration (total or partial) from the time it is received by the organiser until it is handed over again to the carrier will be paid by the organiser. In the event that a copy is lost or destroyed during the festival the organiser will only be liable for the costs of making a new copy according to the current laboratory price list for making standard copies. Each consignment from abroad must include the necessary pro-forma invoice with the text: temporary import for cultural purposes only - no commercial value. The organiser undertakes to return film copies (or BETACAM SP PAL cassettes) using its own carrier and at its own cost, according to the participant’s instructions. The return of a competition film in another way must be arranged in advance with the festival and paid for in advance by the participant. Film copies will be returned within no more than thirty days after the end of the festival, unless it is agreed otherwise.

Clause 10 Invitations to filmmakers

The festival director will invite one filmmaker to the festival for each film chosen for competition and will provide him or her with board and accommodation. Filmmakers will pay their own travel expenses. The festival director may, however, make an exception. A participant will provide the festival organiser the right to use free of charge part of the film, up to 10% of the total length of the film (maximum of three minutes), as part of the advertising and promotion of the festival or will provide the festival organiser free of charge with excerpts from the film chosen by him or her on a BETACAM SO PAL cassette. An entrant of one of the festival prize winners will agree to provide the rights to show the winning film free of charge on television as part of the promotion of the festival on a national scale.

Clause 11 Festival bodies

The organiser’s representative - the director of CORONA, s.r.o. will set up a co-ordination team to arrange the festival and will appoint its president, director and program director. These appointments will last for one year of the festival. The same candidate may be appointed an unrestricted number of times in future years. The selection committee comprising three to five members and headed by the program director will select films for the competition categories and compare the films according to professional criteria. Competition blocks will be created from the total number of entered films. The festival’s international jury will be made up of leading animated filmmakers, critics, producers and other leading cultural figures. The jury comprising three to five members will be appointed by the festival director. Foreign personalities and film professionals will make up the majority of the jury. Before the jury starts its work all the members will be sworn to secrecy. Festival officials may take part in sessions of the jury but not vote. The jury has the right not to award a prize. The jury has the right to award one Special Jury Prize.

Clause 12 Festival prizes

The individual prizes are:

- Grand Prix for the Best Film in the Festival - Prize for the Best Short Animated Film - Prize for the Best Full-length Animated Film - Prize for the Best Animated Television Film - Prize for the Best Animated Television Serial - Prize for the Best Commercial Animated Film - Prize for the Best Animated Student Film - Price for the Best Animated Film for Children - Audience Prize It is expected that the winning filmmakers will be present at the ceremonial prize-giving at the end of the festival.

Clause 13 Proper law

The festival acts according to its published statute and in accordance with ASIFA festival rules. The festival director has the authority to resolve unclear situations which are not dealt with in the statute and which need to be resolved in order for the festival to be carried out successfully. Disputes will be resolved according to this statute and Czech law.

Clause 14 Agreement to the festival conditions

All competitors are acquainted with this statute and promise to adhere to it. With his or her signature an entrant confirms his or her agreement to the conditions of the festival, including the terms of competition as stated in the statute and updated on the application form.
